Seth is the eavesdropper of most of the goings on and reports back to Bill about Doug and Claire’s alliance. Doug and Claire seem to accept these terms from each other. Claire agrees to put Congressman Coal on her ticket in 2020 after Doug makes him Speaker. Doug tells Claire that she can and will do it. Claire balks at the idea and tells Doug she’ll be impeached if she does that. Doug comes back at Claire with a counteroffer: he gets a pardon, but Frank does as well. Attorney General and she will pardon him that night. Claire refuses to walk down memory lane with Linda and dismisses the notion.Ĭlaire makes a deal with Doug: he will not speak with the U.S. Later, Linda speaks to Claire and reflects had the administration made Frank Secretary of State all those years ago, things may have been different for the country. When Viktor makes a glib comment about Claire being held on a short leash, Claire again throws support towards Usher. When confronted by a cabinet member about Usher’s plans and alliances in the Pentagon, Claire says she supports her Vice President. Usher is annoyed by Seth’s presence, but Seth announces he’s there representing Usher’s interests (read: Bill Shepherd). Seth interrupts a meeting between Claire, Usher, Petrov, and two cabinet members. Petrov is threatening to send his troops to confront American troops on the ground in Syria if he doesn’t get a deal by the time he leaves the States, and he laments that if Kathy were Secretary of State, they’d have struck a deal by now. Usher is paranoid over whether Petrov has approached Claire or not, and he and Jane work doubly hard to see to their interests when it comes to Syria. Doug and Seth are both lurking in the corners Doug is trying to do what’s right by Frank, and Seth is Bill Shepherd’s eyes and ears at the gathering. When Usher asks Claire why he’s there, Claire responds Viktor was fond of Kathy. Russian President Viktor Petrov is in attendance and Mark Usher is feeling ill at ease with Petrov there.
